Legislative Task Force

The Board of Directors of NNREC establishes a Legislative Task Force.

The task force will be composed of no less than one member who is a sitting member of the Board of Directors, and two active members of NNREC. Persons not members of NNREC may also serve on the task force if invited by the task force. The task force will meet as needed to carry out the purposes defined below. A member of the task force will report to the Board of Directors at any business meeting of the board when there has been any meeting or action of the task force since the last report. This report may be in person or by a written report submitted to the Secretary.

The purpose of the task force is to:

  1. Track the agendas, meetings, and minutes of the Legislative Committee on Education, and other committees and subcommittees, of the Nevada State Legislature on issues that might affect NNREC and environmental education in the state.
  2. Track legislation introduced before the biennial session of the Nevada State Legislature that might affect NNREC and environmental education in the state.
  3. Study legislation and propose positions that the Board of Directors might adopt on legislation before the legislature. Testify on such legislation if requested by the legislature.
  4. Study environmental education issues that could be positively influenced by legislation, develop proposed legislation, and work with legislators to get such legislation introduced.
  5. Track questions qualifying for the state ballot which might affect NNREC and environmental education. Study questions and propose positions that the Board of Directors might adopt on questions. Carry out signature gathering to qualify questions for the state ballot under the direction of the Board of Directors.

The Nevada State Legislature meets for 120 days, covering the months of February through May of odd years. The next session begins February 3, 2003. The Legislative Committee on Education meets in between sessions. There may also be special sessions of the legislature called by the Governor.

The task force may also be involved in international, federal and local issues if requested by the Board of Directors. The task force will remain informed of national issues by working with the North American Association for Environmental Education (NAAEE) and other organizations working at the national level, of issues that might affect NNREC and environmental education in the state.

The task force will not:

  1. Proactively lobby the legislature for passage of legislation.
  2. Speak for NNREC unless the text of the statement has been accepted by the Board of Directors of NNREC, and questions posed by legislators are answered within parameters already defined by established policy of the Board of Directors.
  3. Take positions on or discuss elections for partisan offices, or take positions on or discuss political parties.
